Weiland Road- Prairie Road / Lake Cook Road Phase 2 Design Project - September 2018- Update
The Lake County Division of Transportation (LCDOT) has completed the design for the Weiland Road and Prairie Road Improvements from Lake Cook Road to IL Route 22. The Village will continue to work closely with the county as the project moves to construction however this is not a Village of Buffalo Grove project. LCDOT has set a November 2018 letting date for the first section which is from Woodstone Drive (north of Lake Cook Road) to Deerfield Road with roadwork to begin in 2019. LCDOT has also set a January 2019 letting date for the next phase which is from Deerfield Parkway to Aptakisic Road. There will be utility relocations starting later in 2018 for such items as ComEd and AT&T however the major road work is expected to start in 2019 for both sections. The Cook County Department of Transportation and Highways (CCDOTH) has completed the design for the improvements for Lake Cook Road from Raupp Boulevard to Hastings Drive. This project includes portions of Route 83, Buffalo Grove Road, and Weiland Road. The Village will continue to work closely with the County however this is not a Village of Buffalo Grove project. CCDOTH has set an November 2018 letting date and expects project to start with minor work in 2018 but the majority of road work will start in 2019 and be completed in late 2020. There will be utility relocations starting later in 2018 for such items as ComEd and AT&T. The County has not set up a website page yet but they will as the project gets closer to beginning.
The Environmental Assessment for the Weiland Road/Lake Cook Road Phase I Study has been signed by the Illinois Department of Transportation and the Federal Highway Administration (FHWA). A copy of that report is available here. This signifies that these two agencies agree that the purpose and need for the project has been clearly identified and the impacts from the alternatives including the Preferred Alternative have been evaluated with all of the appropriate agencies. This approval allows for the document to be released to the public for comment with a public hearing. At the public hearing the Preferred Alternative will be presented for public comments.
Full public notice including legal notices, mailings, and brochures for the public meeting will now begin.
After the public hearing the comments will be sent to the FHWA with the anticipation that they will issue a Finding of No Significant Impact (FONSI) indicating that the Preferred Alternative will not have a significant effect on the environment which will indicate completion of the Phase I Engineering environmental studies.
On April 14, 2011, the village conducted a neighborhood meeting from 7 - 9 p.m. at Village Hall, 50 Raupp Blvd, Buffalo Grove. The neighborhood meeting was specifically focused on the Weiland Road and Prairie Road portions of the study area. The objectives of the meeting were; a review of comments received from the December 15, 2010 Public Information Meeting, to present plans for additional traffic and pedestrian studies, gather input on the locations and times of greatest pedestrian activity, review the need for and features of highway noise mitigation measures, a review of the process for deciding whether and where to include noise mitigation, and to seek public input and comments.
On December 15, 2010, a public information meeting was held from 6 - 8 p.m. at Aptakisic Jr. High School, 1231 Weiland Road, Buffalo Grove. The public information meeting presented proposed improvement alternatives, the project schedule, and other project information. Links are provided below to all 12/15/2010 meeting exhibits which were displayed at the meeting; and a summary of the meeting and all public input submitted at or following the meeting (received through the end of the Year - December 31, 2010).

Weiland Road / Lake Cook Road Phase I Study, December 15 2010 Public Information Meeting Exhibits
Summary of Public Information Meeting including copies of all submitted public input Notice of the December 15, 2010 public information meeting was published in the November 29th and December 11th editions of the Daily Herald newspaper. A notice was also posted on the Village of Buffalo Grove website. In addition, approximately 900 written notices were mailed or hand delivered to residents and business owners located along the project area on December 1st.
The public information meeting for this project was attended by 77 people. Public Meeting attendees were asked to sign in when they arrived and were given a project brochure and a comment form. The meeting was held in an open house format with Village of Buffalo Grove staff, Cook County staff and consultant staff available to answer questions. Exhibits were on display depicting the existing conditions, proposed improvement plans and three Weiland Road extension alternates (related to extending Weiland Road. from Illinois Route 83 to Buffalo Grove Road). The exhibits also highlighted existing and proposed traffic data, crash data, noise analysis and general project timeline. Seventeen comments were recorded by the court reporter, 15 written comments were received at the meeting and 70 written comments were received after the meeting.
